inspectIT checks for newer available version automatically

Description

Migrated from NovaTec Jira. Original ticket: INSPECTIT-1105

inspectIT should check for newer versions and display a popup saying that a new version is available.

It should also describe if this is a mayor version or a snapshot and when/if the user should use that.

For testing please change the version number in the plugin.properties file to something lower than 1.6.2.

I was thinking about this today, but I forgot that we agreed to postpone this to till the move to the Open source, although I think it would be no problem to implement this and then change if needed in..

The Idea

Idea is quite simple and I am not sure if I am missing something.. Anyway, as the Agent has the version file, we should have same for the UI that we can read from later on.. Thus, this way the UI can always know what is the current version.. The check would consist of listing our FTP location where we have our releases: ftp://ftp.novatec-gmbh.de/inspectit/releases/.. From the directories we have there, it would be quite easy to figure out the latest released version. Where we would need to agree that any pre or early releases we have for internal purpose are clearly marked with pre or early.. I think for the FTP listing we would need some kind of library, like Commons NET:

That would be that regarding the figuring out part.

I would propose we check for new version every time UI starts.. If nothing is there user is not even informed.. First time new version is available, we display the message with option Patrice specified Disable automatic version check in future.. We could also enable a direct action in the menu Check for New Version that can be executed at any point, even if the auto check is disabled..

If you agree on this approach I could implement this easily tomorrow?

As discussed: we should go for the releases on github and parse them via REST
